Mr. Chairman, I rise here in support of the base bill, I rise in opposition to the Fowler amendment, and I rise in opposition to the Gejdenson amendment. Now I need to explain myself to my colleagues, and let me do it in this manner. First, I am going to compliment the Speaker, because I think debate on this issue is timely and is appropriate. I think some of the arguments I have heard today are out of place. And the reason I say out of place is because I recall the good debate we had in this House where over 315 Members voted for a Buyer-McHale resolution about the Dayton Accords prior to the signing of the Dayton Accords, which said do not send in ground troops to Bosnia as the predicate to peace. We had a very good debate here on the floor prior to the Dayton Accords. So we are having a second debate prior to a signing of a peace accord, and if there is something good that comes out of this discussion that can help frame that peace accord, all the better. So I think it is a hollow argument to be talking about timing.
