We didn't go in with all the side plates and front plates, groin plates, neck plates, shoulder plates. We didn't do all that. Most of that, the body armor, was reserved for special ops. When you move in to counterinsurgency and then the enemy begins to use roadside bombs to attack our Hummers, what do we have to do? We respond.
