“in my home State of Indiana, our own no-call registry has been met with great success. While in Indiana there are over 6 million people, a little over 1.2 million phone lines in Indiana have registered to stop these unwanted telephone solicitations. I want to thank Indiana Attorney General Steve Carter for not only his leadership but also his persistence to succeed in this endeavor on behalf of consumers. I am very pleased that the Federal Government is now responding to the concerns of consumers with legislation that will work to restrict these unwanted callers. It is my understanding that Indiana's no-call registry is more stringent than the Federal guidelines that are presently being proposed. It is also my understanding that those agencies crafting the Federal no-call guidelines, the FTC and the FCC, have no intent to preempt State law. I would urge both agencies to abide by this understanding. Last July, I wrote a letter to FTC Chairman Muris asking that any creation of a Federal do-not-call registry would clearly express that the Federal rule would in no way preempt State law. And last month the entire Indiana delegation sent a letter to FCC Chairman Powell making the very same request.”
