just to respond to my colleague from Virginia, I lay the blame for a lot of this at the feet of a culture within the bureaucracy, whether it is a political appointee or not a political appointee. That is what this bill is trying to get at. I do recall in the hearing in testimony before the gentleman that there were only 4 percent of the hirings of veterans in the Executive Office of the President. When the President makes a decision for powers and influence of positions and they are going not to veterans, then I have a concern and a fear of what that means down range into the bureaucratic culture. I lay the blame at the bureaucracies, whether it is a political appointee or not. I think this is a good bill, and I appreciate the work on the bill by the gentleman from Virginia [Mr. Moran].
