let me ask the gentleman from California (Mr. Hunter) this question: I have the sense that the military planners in the Pentagon, in order to maintain readiness levels to their comfort, they have taken money that should have gone to ammunition and they are using it to maintain present operations and they are assuming a risk, are they not?
