I introduce for appropriate reference a bill to establish the Millennium Challenge Account and the Millennium Challenge Corporation in order to reduce global poverty through increased economic growth by supporting a new compact for global development. This proposed legislation has been requested by the President of the United States, George W. Bush, and I am introducing it in order that there may be a specific bill to which Members of the Senate and the public may direct their attention and comments.
