I would like then to state here that it is the intent of the bill that there be a review of the implementation of the 1992 Memorandum of Agreement between the United States and China on the Protection of Intellectual Property Rights. As you know, this agreement was reached so that American pharmaceutical compound patents issued between 1986 and 1993 would enjoy protection in China. As a number of disputes have arisen from this agreement, I think it is important that we have an independent and objective look at this agreement and then we can determine if additional efforts in this area are warranted.
