I also understand that the Joint Explanatory Statement of the Committee of Conference which accompanies this conference agreement suggests that the agriculture reserve fund's $66.15 billion be divided among two budget functions--$63 billion for agriculture (budget function 350) and $3.15 billion for natural resources and environment (budget function 300). It is my understanding that the conference agreement permits the Agriculture Committee to spend more or less in each of these functional areas when it reports out a new farm bill as long as the $66.15 billion total is not exceeded over the specified time period.
