I agree with my friend. The CTR and other non-proliferation programs are making progress but face a new set of responsibilities in light of the Moscow Treaty. The Russian Federation intends to reduce, destroy, and account for various weapons systems, materials, and expertise with U.S. assistance under the CTR and other non-proliferation programs. For this reason, the Foreign Relations Committee included Condition One to the Treaty to require the President to submit to Congress an annual report and recommendations on how Cooperative Threat Reduction assistance can best help the Russian Federation implement the Treaty efficiently and maintain the security and accurate accounting of its nuclear weapons and weapons-usable components and material.
