I must say that the amendment offered by the Senator from California is, in my judgment, a killer amendment. It goes far beyond the scope of the July 18 Joint Statement issued by President Bush and Prime Minister Singh. The amendment as written would not permit the U.S.-India agreement to go into effect until India abandoned its military-to-military contacts with Iran. This is a killer condition that, if adopted by Congress, would require renegotiation of the agreement.
