to answer the question posed, both the President and the Congress can reauthorize the action after two years. Additionally, they are constrained simply to explain how successful things have been and what their objectives were to begin with. But the law--at least my amendment--explicitly gives them the ability to reauthorize. They have to take that affirmative action.
