The Nunn-Lugar Cooperative Threat Reduction (CTR) Program has been a true success story and has made incredible contributions to U.S. national security in the last 20 years.

It seems to me to be really a safety net there.

If we are really serious about yields and about a large change for the single woman farmer dealing with bad seed and bad fertilizer and bad transportation, this is why I asked the question.
