I mention that because we've written letters, sometimes bipartisan letters, sometimes all the Republicans, others--Secretary Gates has been a regular recipient of correspondence--and yet, at the same time, his response today, that $4.6 billion has been transferred over to try to meet this, is a significant commitment.
