along with Senators Biden, Chafee and Leahy, I am today introducing the Tropical Forest Conservation Act of 1998, a bill to protect outstanding tropical forests in developing countries through Debt for Nature Swaps. The Tropical Forest Conservation Act builds upon the success of President Bush's Enterprise for the Americas Initiative (EAI) and extends the debt reduction portion of that initiative to the protection of tropical forests in lower and middle income developing countries outside of Latin America and the Caribbean. One of the novel features of the EAI has been the linkage between debt reduction and the generation of local funds for the environmental protection and child survival.
