I believe that this conference report is the most environmentally responsive and responsible farm legislation in our Nation's history. The Conference agreement makes several common-sense updates to the 'swampbuster' compliance requirements that will make the program more flexible for producers while still protecting wetland functions and values. The bill makes no changes to the existing definition of a wetland, and does not exempt any lands based solely on cropping history or size.
