Mr. Chairman, I would be the first in line to say that the gentleman from Arizona (Mr. Shadegg) has a record unparalleled in the Congress of defending taxpayers' interests. And I am a great admirer of his for that reason. But the remarks of the gentleman from Arizona (Mr. Shadegg) seem to suggest that those of us who support the Pence amendment would in some way refuse to rebuild and withhold funds. There is no withholding. The first 50 percent is a direct grant which secures the nation of Iraq; the balance is a loan to this nation which possesses nearly $7 trillion in oil beneath its sand, its surface.
