“I am proud to stand in favor of S. 657 to authorize funding for the National 4-H Program Centennial Initiative. In the year 2002, 4-H will celebrate 100 years of having fun and making a difference for kids in both rural areas and, in increasing measure, in urban areas around the United States of America. The grant authorized by this legislation for the Secretary of Agriculture will not only provide the opportunity to study strategies for youth development, but it will require a report to the President. It will require leadership in 4-H, both public and private, to think clearly about the next 100 years of youth development in 4-H. Madam Speaker, $5 million may not seem like a lot of money in this town, but all across America $5 million is very serious money.”
