for the past 40 years big government has ridden roughshod over our private property rights. The American people suffer the consequences as overzealous Federal bureaucrats administer costly, outdated regulations. Our Republican Contract With America works to restore our Founding Fathers' conviction that Government act to protect our rights--not to violate them. Ownership of private property lies at the heart of the human experience. Burdensome and costly regulations assault private property rights. Government intrusion devalues land and infringes upon the fundamental right of private citizens to own land. Our Republican regulatory reforms work to compensate landowners when they are denied the reasonable use of their land by overreaching Federal regulations. The Private Property Protection Act, H.R. 925, allows property owners to seek compensation when a Federal regulatory action has reduced the fair market value of their property by 10 percent or more. This bill provides property owners with a more direct means of guaranteeing the constitutional right to compensation for property takings. Private property owners have paid the tab for onerous Government regulations for too long. The regulatory burden will continue to rise if we do not act now. The Private Property Protection Act establishes a clear pay back procedure. It forces Federal agencies to prioritize their needs and makes them accountable to the needs of private property owners.
