I do not know of anything more important--I do not know of any mandate the Congress has in the Constitution that is more important-- than providing for the national defense. I do not know of any issue that is more important for Members of the Senate than being able to say to the people that they represent that we have provided for the national security of the United States. That is our foremost obligation.
