Mr. President, as we are temporarily winding down here, I am told we will be back in November, passing a short-term continuing resolution or funding for the government until we do return. Then, after the election, we will deal with the longer term. I wish to take advantage of this remaining time to once again, for the 52nd time in this last 2 years, come to the Senate floor to talk about the waste, fraud, and abuse that exists within the Federal Government and what its impact is on taxpayers' hard-earned tax dollars. I have talked about everything from the very serious ways in which Medicaid, Medicare, and Social Security have been violated and spent, wasting billions of dollars through checks going to people who are dead, people who don't qualify, and on and on. We have talked about some ridiculous examples of expenditure of Federal dollars. Today, I was thinking: Well, this is kind of a small amount. We are only talking about $1 million here, and we have been talking about billions. All of a sudden it hit me that $1 million is not a small thing. I think we have lost perspective here in terms of these numbers. What do they mean to us? People say: Do you want to be a millionaire? Well, that would be unbelievable if I could be a millionaire. I mean, of course I would want to be a millionaire. If you are a millionaire, you are living in high cotton.…
