We were attempting to do a significant cleanup of a statute that has not been modified in any real way since 1981. We were informed that these programs were obsolete and had not received funding from the Department of Health and Human Services for some time. We therefore, as part of a package of technical corrects identified to bring the statute into conformity, repealed these two programs. Senator McConnell was very helpful in bringing this error to our attention and we have given him our assurance that it will be corrected in Conference with the House.
