The amendment says, briefly, notwithstanding any other provision of law, none of the amounts subject to the provisions of subsection (e) of the Morris K. Udall Parkinson's Research Act of 1997 may be expended for any research which utilizes human fetal tissues, cells, or organs obtained from a living or dead embryo or dead fetus during or after an induced abortion. The subsection does not apply to human fetal tissues, cells, or organs obtained from a spontaneous abortion or an ectopic pregnancy.
