But I am having difficulty understanding how the power of Congress to regulate troop levels--and I understand that we set force levels. The Congress, through our committee, authorizes certain force levels for the Army, for the Navy, and the branches. But I don't understand how that would apply to the deployment of those forces or the utilization of those forces within a specific military exercise. I don't know that that is a power that is granted to the Congress. I don't see that here in the Constitution.
