As the Senator from Nebraska knows, sometimes no matter what the Appropriations Committee does--I agree with him, I do not think they will try to direct the cuts out of defense--we all know any Senator can offer amendments on the floor, and we know from past experience those amendments override what the Senator's intentions are, my intentions are or even the intentions of the Appropriations Committee. That is the reality we are dealing with with this amendment.
