I would respectfully say to the Senator, my reading of the amendment indicates that it would do more than that. It doesn't just ask the President as Commander in Chief to tell us what the numbers shall be. It tells the President of the United States that he has to submit to us a number which is the average of four other countries' participation. That requires the President to tell us a specific number dictated by the decisions made by the King.
