They get a rebate under the earned income credit, as the Senator from Tennessee knows. Those under $16,000 are fully protected. It is the middle class the President, the Vice President, Secretary Bentsen and others have said the Democrats want to reach out to, and have not done it. And the budget plan provides for no relief for middle-class income families, no relief whatsoever, and that is what distinguishes it from our plan.
