“It has been modified from the original legislation. We have addressed some of the concerns of the exporting States and struck a balance between the timetables, in terms of their ratcheting down the exports, and we made some adjustments on the importing State side. We allow, for instance, local jurisdictions to enter into what are called host agreements. We do not upset those agreements. We don't want to breach any contractual obligations already entered into. We have added flow control language to address that particular issue, also. This is identical to what we passed in 1995 in this Congress.”
