No, the Senator didn't take it that way at all. The Senator is simply trying to get an answer to his question as it applied to the language in the Byrd-Hutchison amendment which has been talked about today, and trying to understand the role of the Commander in Chief vis-a-vis the role of Congress in that specific, requiring that specific requirement of the President as Commander in Chief relative to that language in the Byrd-Hutchison amendment. I was just trying to clarify it.
