In response to the resolutions of the Senate dated December 20, 1892, and January 5, 1893, respectively, I transmit herewith a report from the Secretary of State of the 10th instant.
There never has been a time in our history when work was so abundant or when wages were as high.
To the Senate:In response to the resolution of the Senate of January 6, 1893, calling on the Secretary of State for information whether the provisions of Senate bill No. 3513, absolutely suspending immigration for the period of one year, are in conflict with any treaties now existing between the United States and any foreign countries, I transmit herewith a report from the Secretary of State, giving the information called for.
It is hereby ordered that the Executive order of May 17, 1884, by President Chester A. Arthur, be, and the same hereby is, modified so that all the lands described in said order which lie west of the 110th degree of west longitude and within the Territory of Utah be, and the same hereby are, restored to the public domain, freed from the reservation made by said order.
