If this agreement could have been reached earlier in response to the strenuous endeavors of this Government, it would have been more effective; but coming even as late as it did it unquestionably resulted in greatly diminishing the destruction of the seals by the Canadian sealers.

I have felt great interest and enthusiasm in the rebuilding of the American Navy.
I herewith transmit, for the information of Congress, a communication from the Acting Secretary of State, forwarding certain bulletins of the Bureau of the American Republics.
That event is interesting in itself, but its interest to me is in the fact that this ship is the type and precursor of many others.
No provision is made for a continued discharge of the duties of marshal and district attorney by the present incumbents.
