I rise to support enthusiastically the amendment of the gentleman from Virginia [Mr. Scott]. As he has indicated, building prisons is the fastest growing business in the United States. We are very willing and generously spending money to build new jails and prisons, and we are annihilating any possibility for potential criminals to have an opportunity to be educated. It is my express opinion based on the facts of this bill that we should be earmarking money for prevention and for allowing people access to education. We spend $40,000 a year for one individual in institutionalizing them instead of giving them an educational opportunity.
