So, then, if I understand the gentleman, if a farmer exports grain to a country that the director of the Office of Religious Persecution Monitoring deems to contain responsible entities engaged in religious persecution, and exports that grain to other parties either governmental or private that are not deemed by the Director to be responsible entities, the farmer has not violated this act?
