Mr. Speaker, I do not normally suggest that we amend our Constitution, but it is simply time to adopt a balanced budget amendment. It is time that the Congress kicked the addictive habit of deficit spending and do what every hard-working American family has to do--limits expenditures to the amount of its income. It is finally time to put this great Nation of ours back in the black, if not for us, for our children and our children's children. Mr. Speaker, let us hope that the other body will adopt a balanced budget amendment, and that we will then follow suit immediately.
