I just heard our colleague from Texas say--and I have heard it two or three times today--that we have no strategic interest. We do have strategic interests. The interest is in maintaining stability. Frankly, our policy has been anemic in Bosnia. On the 700th day of the artillery shelling of Sarajevo, we said, ``If you do not stop it, we are going to have airstrikes,'' and then the airstrikes stop. It should not have been the 700th day; it should have been the 2d or 7th day. Right now, we face a choice of the Mitchell amendment or the Dole amendment. I am going to vote for the Mitchell amendment and against the Dole amendment today. But I have to say time is running out. If we do not get action in 15 or 20 days--and I do not want to set an absolute deadline, but very, very shortly--I am going to be voting for a Dole-type of amendment. I do not like to see us do that unilaterally. We should not be a ``Lone Ranger" in the world. You have to work with the community of nations. But the administration has to understand that we feel their policy has been anemic; it has not been strong, and we have to do better. If we adopt the Mitchell amendment and should defeat the Dole amendment, that does not mean that this issue is settled. The administration has to lead, or I am ready to vote for a Dole-type of amendment.

More from Sen. Paul Simon
I will just comment for 3 minutes on the speech by my colleague from Arkansas. Then I want to yield to the Senator from Pennsylvania. First of all, 80 percent of what he had to say, believe it or not, supports the balanced budget amendment…
Such an amendment would be a political mistake. It would allow a mere 40 out of 100 senators and a similar minority in the House to block legislation that would create a deficit. And because the amendment includes no enforcement procedure…
First, I want to comment on the observations of the majority leader, for whom I have great respect, when he said we are putting this off to the year 2001 so no one here will have to act on it. Senator Feinstein was one of those who talked…
I visited the Robert Taylor homes, the area in controversy, on Monday morning. I took no reporters with me, no television cameras, so I could just talk to the people who are in that area. Overwhelmingly, they want the police to do the job…
