I hope we can work something out. Let me also, before I yield the floor, mention that my colleague from Minnesota who has been really great in this matter of trying to achieve some equity in our schools--when he was presiding I went up and I saw that he had Jonathan Kozol's book, ``Savage Inequalities,'' which just tells what is wrong. One of the schools that he cites in that book is the East St. Louis School District in the State of Illinois, a school district that is desperate. One of the ironies--then I will yield the floor to my colleague--is the school districts with the greatest needs get the least funding in our system. It is very interesting that in Sweden with nowhere near the inequities in income that we have, Sweden has a system where the economically poorest areas get as much as two to three times as much in student aid as the other districts, recognizing that they need added input there.
