First, I want to comment on the observations of the majority leader, for whom I have great respect, when he said we are putting this off to the year 2001 so no one here will have to act on it. Senator Feinstein was one of those who talked to me about extending the date. People in the administration talked about extending the date. The Concord Coalition, and some other groups, said if you have this by the year 2001, you can have a gradual glide path down and it will work. But no one is going to wait until the year 2001. I am not going to wait until the year 2001. Senator Feinstein is not. My good friend from Wisconsin, who is presiding, is not going to wait until the year 2001. Orrin Hatch is not going to. Larry Craig is not going to. Robert Byrd is not going to. And George Mitchell, who is a responsible United States Senator, is not going to wait until the year 2001. If this is adopted, we are going to move very quickly.
