I think it's more of that. If we can pay under the Office of Personnel Management all civilian employees under one payment system, why can't the military also exercise one payment system?

We do not doubt that the military departments are committed to working to develop such guidance and indicators.

The Department should thoughtfully consider a wide range of options and exercise due caution to avoid infringing on civil liberties.
