President Kennedy once said, To govern is to choose. And we are now about to spend $23 billion on tax credits for the energy industry. With $1.8 billion we are spending on clean coal, we could raise the maximum Pell grant benefit to $4,500, making college affordable for an additional 200,000 families. In fact, with the $11.9 billion subsidy for oil and gas companies for production, we could even double our Nation's total investment in Pell grants. For the $2.2 billion we are spending to develop hydrogen technologies, we could extend the $4,000 tuition deduction for higher education for an additional year. I oppose this bill because it is a giveaway to the energy industry.
