It is my honor and privilege to yield 5 minutes to the gentleman from Texas (Mr. Smith), the very effective and helpful chairman of the Science, Space, and Technology Committee, and also cosponsor of this legislation.

I am next honored to yield to the gentleman from Nebraska (Mr. Smith).

I know we are in agreement on the need to prevent bailouts of our Nation's financial institutions from ever happening again.

I am next honored to yield to the gentleman from Georgia (Mr. Loudermilk).
