I think we heard the number 6,800, all the remaining languages in the world that have speakers represented in this country. I speak one of those very small languages. I think we number about 100,000 in the entire world, and about 50,000 inside the continental United States and I can assure everyone that under these guidelines, I have no ability to force anybody to produce documents in the Chamorro language. This is simply about access and the protection of civil rights. This is what this is all about. We have lots of limited English proficient people in this country. Instead of spending our time trying to deny them access to health care, instead of putting forth more barriers to their exercise of their civil rights, we ought to be contemplating how to facilitate that while they are learning English, while they acquire the kind of English that is necessary to survive in this society. This is not about a right to use a certain language.
