“CBP conducts significant analysis when it comes to setting port of entry hours, which includes traffic trends, staffing availability, and the presence of other ports of entry within a reasonable distance. CBP also considers the economic ramifications of what a closure might have on local communities. Altering port of entry hours is not a decision made lightly. Removing CBP's discretion to limit hours for these ports of entry sets a bad precedent that fails to allow for the consideration of other compelling national and local threats that CBP must consider.
