I would like to highlight a few specific things. One is the standards established by the EPA remains unchanged. The real premise of this bill is the fact that, when the 2008 standards came out, it took the EPA 7 years to get to the guidelines for how local communities and businesses could comply. While that was occurring, they ratcheted down a new set of standards. So when we talk, this is really more about having our citizens and our communities be able to comply with the rules and regs before a new rule and reg gets in place.
