I frankly believe if this amendment had been allowed in order and debated, I cannot see how any Member of this House would vote against an independent study addressing the major problem that we have in this country of outsourcing jobs.

While JWST holds great promise for the future of astronomy and astrophysics, the project has gone well over budget and is far behind schedule.
It is clear at least to me--I can't speak for other Members of the Subcommittee--that we can no longer rely on recommendations by the FAA, that some standards are going to have to be changed.
So I don't think that we should be penny wise and pound foolish. Yes, we could save the penny, but in the end it is going to cost more money over time to delay a lot of what we are proposing.
We must use this opportunity to learn from these failures and plan for the future.
