I strongly support H.R. 2511, the Anticounterfeiting Consumer Protection Act of 1996. Soon we will consider the renewal of most-favored-nation status for China. This timely legislation highlights one of the growing problems we have with that country: counterfeit goods. The Chinese continue to counterfeit the goods of legitimate American companies at an alarming rate. Just 2 weeks ago, the administration issued a finding that China was not satisfactorily implementing the Agreement on Enforcement of Intellectual Property Rights and Market Access, signed in March 1995.
