this is a killer amendment. If you vote for it, you vote to kill this entire initiative, because this imposes limits on India's nuclear weapons program, but India already possesses nuclear weapons and is extremely unlikely to give them up. Recognizing this fact is recognizing reality. This is a restriction imposed by the Sherman amendment that we impose on no other nuclear power, with the exception of North Korea, which may have nuclear weapons. This, as I have said, is a deal killer. Both India has said so and the administration has said so, and a vote for this amendment is a vote to kill the agreement. So, with respect, I urge defeat of this amendment. {time} 1930

I was simply going to suggest to my good friend, Mr. Berman, that while you are looking for patterns of conduct, think of the Libya example. Mr. Khadaffi might just turn in all their weapons. That is entirely possible.
