Well, the city council in Cincinnati thinks just the opposite. There are plenty of municipalities that understand that this is illusory, that in the first year, 25 percent of the cost is going to have to be assumed by the local units of government; by the second year 50 percent; by the third year 75 percent; and by the fourth year it is gone.
