I rise in support of the Armey amendment to H.R. 6. This amendment represents an attempt to correct a drafting error in the bill which could have inadvertently required teacher certification of private, parochial, and home school teachers. I believe Congressman George Miller when he says that it was his intention to only require teacher certification of public school teachers, however, clearly a correction in the bill is necessary. I have received hundreds of calls from parents who have opted to teach their children at home, because of concerns they have regarding the quality of public schools or subject matter taught at public schools. Home schoolers and many private and parochial schools receive no Federal funding. The Federal Government has no basis for regulating these parent-educators and schools. Requiring that home schoolers be certified in every subject that they teach would effectively eliminate the ability of parents to teach their students at home.
