Let us not make the poor people of our country feel like they are the only ones who have to deserve the goodness, the heart of our Nation, that they have to prove that they are deserving to live in housing that the rest of us here in this body probably would not live in if it were given to us for free. That is what this is really about. We are changing the ground rules here. We are flying in the face of something very basic and fundamental as Americans, and we ought not to do it unless we are willing to do it across all classes and be consistent for all manner of people and needs.
