Let me read the language of the bill, and I urge everyone to take time to read the language of the bill. Page 79, line 12: ``Prior to January 1, 2003, the committee may spend such funds to retire outstanding debts or obligations incurred prior to such effective date so long as such debts or obligations were incurred solely in connection with an election held on or before November 5, 2002, or any run-off election or recount resulting in such an election.'' If my colleagues read the bill, they can borrow hard money and pay it back with soft money. Lack of principle.
