the Institute of Museum and Library Services does not offer grants for conservation efforts such as what is going on at the museum. It's simply not available, and the issue is, do unelected bureaucrats who answer to no one in this city make all the decisions as to where the money is spent or do Members of Congress who are responsible to our electorate every 2 years have the ability to come in and say this is something worthy of the money that's going to be spent anyway. Because the Flake amendment does not save money. It just puts more money back into the hands of the bureaucrats to spend wherever they should. So I would obviously oppose this amendment, and I would encourage my colleagues also to vote ``no'' on the Flake amendment to strike these funds.
